If the rehabilitation measures set out in the closure plan do not conform to the standards, procedures, and requirements of the Part or Parts of the Code to which the certificate relates, but the non-conformance is only to the extent permitted by a conditional filing order submitted together with the closure plan, the certificate shall be in Form 4 to O.
