On August 16, 2010 the government launched the third phase of the Ontario Small Waterworks Assistance Program (OSWAP-3) to provide up to $50 million in merit-based capital assistance to help small communities improve water conservation and make water and wastewater systems more efficient.
OSWAP-3 is a competitive grant initiative. Municipalities and Local Services Boards (LSBs) are eligible to apply for OSWAP-3 funding if they own:

Each eligible municipality is entitled to submit only one application per intake. Applications for the first intake must be submitted by February 15, 2011 and applications for the second intake must be submitted by February 15, 2012. An application will normally consist of one project. However, if projects are related to each other, an application may include more than one project. The Province will provide two-thirds of the funding for successful projects. The community that makes the application provides the remaining one-third of funds needed for the project. Please indicate the cost break-out in the table below.
Special consideration for additional funding beyond the two-thirds provincial share can be requested by applicants with exceptional circumstances. The applicant must attach a written request and financial rationale for special consideration with this application to be considered for additional funding.

Affirm that the contract award process will be competitive, fair, and transparent (e.g., no sole-source contracts) and consistent with the Agreement on Internal Trade and Canada’s international trade obligations. State who will own the asset in which the infrastructure investment is being made.
